Billing rules (dual-track)
- Dual-track: personal users spend hours; enterprise users spend credits (admins follow the enterprise track).
- Billed per minute, rounded up (61 seconds counts as 2 minutes); settled periodically during the session and finally on shutdown.
- Zero balance (hours for personal, credits for enterprise) → all sessions shut down automatically. No debt, ever; launching with a zero balance is rejected.
- New users get 6 minutes (0.1 hour) free — no card required.
Top-up packs

Enterprise rate: 10 credits / hour by default, down to 2 credits / hour; enterprise floor $0.02 / hour, large orders via the contact window.
Pay on the dashboard "Top up" page; the webhook credits your account (idempotent — duplicate callbacks can't double-credit).
Note: top-up products are being connected to the new payment configuration; they will be purchasable on the dashboard top-up page once live.
Admin manual top-up
Admins can adjust any user's balance from user management: hours for personal users (POST /api/admin/users/:id/hours), credits for enterprise/admin users (POST /api/admin/users/:id/credit, param amount_credits); account type and enterprise rate can also be changed (/account-type, /rate) — for promos or support adjustments, recorded as manual_hours / manual_credit in the ledger.
